Setting permissions for a file on FTP

I just uploaded a store to one of my sites.

Well it's telling me that an important file is accessable by users. I need to change it to 644.

When I go in and change it in the Bluehost file manager it doesn't seem to save the permission.

Is there a proper way to change permissions that I'm unaware of?

I usually right click file, then properties and change there seems to work for me.
