how do you close an account? I have been trying close (and get a refund) for over a year.

I was told bluehost had a policy to allow people to cancel and receive a refund of unused ( and unearned ) fees. I have followed all the rules, but my site is still held captive.

It is my opinion that this is nothing short of extortion, and the longer they hold my site captive, the longer I will warn people to avoid bluehost at any cost. The guarantee is nothing but empty words with no credibility.

You contact them and ask them. There may be a particular method that they want you to use to contact them to request that. Try using the Live Chat option on their home page to ask them what the procedure is.
