Simple Domain Transfer Question

I have a weird question. I'm transffering a domain from a 3rd party to my bluehost listing of domains. I've setup the add-on domain and initiated the transfer from within the domain manager. I'm at the step 2 where I enter the Reg Auth Code. I've done this many times with other domains that I owned personally. The issue is this 3rd party person won't give me the Auth Code, he says he will only provide once he gets the email from my host requesting it. I've told him that I simply need to code to go forward. He did unlock the domain. Am I missing something or is he just trying to make this more complicated than it needs to be? Thanks.

Web hosting has nothing whatever to do with the Auth code for a domain. The auth code is only required for transferring a domain between registrars and where the hosting is should remain the same throughout that process.
