I am thinking about signing up with Bluehost and have a few questions. Will I need to turn off webalizer, fast-cgi, and awstats in order to not run into CPU quota issues? I have read on this forum about people saying turn off these features. If I don't then will I most likely run into CPU issues?
Also, does transferring files to and from my FTP use CPU?
Finally, does backing up databases become an issue with CPU?

No one can predict whether you will run into the CPU quota problem or not. The vast majority of users never see it - what you're seeing in here are the handful who have had problems.
What is your site like? How many simultaneous users? What software? CPU usage can be affected by the scripts you're running, the plug-ins you choose, whether or not you've indexed your databases properly, and so on.
Using FTP is not CPU-intensive, and shouldn't present a problem. Some people have reported problems backing up databases, but most have not, so it's unpredictable.
Ultimately, the only thing to do is sign up, and try it. If things don't work out, you can always get a prorated refund, and move elsewhere.

Right now I am running microsoft web expressions, however I am going to be switching to mkportal cms with phpbb3 running along side it in the same database. That way, when people sign up for my web site it automatically signs them up for the forum. The site would run in php and html.
As for the webalizer, fast-cgi, and awstats, would I have to disable those or face running into CPU problems?

Fast-cgi hasn't been an issue for me, however I have seen issues with awstats. Aside from the fact that there really is no point in running both stat programs, I wouldn't really recommend using either because they do count against your resources and aren't all that useful in my opinion.
I doubt you'd run into CPU issues running phpbb and a cms, but that would depend on how much traffic you get.

Thanks for the information. I have one more question. For an average web site, how many unique visits a day can I have before I start to encounter problems?

Sorry, but that's just not an answerable question. There is no "average web site." If you have badly-optimized code and a non-indexed database, one visitor could put you on CPU quota suspension. If you have clean code and clean databases, and do things smart (like caching static HTML pages that don't change, instead of regenerating them from your database for every hit), you could handle thousands of visitors.
