Prior to upgrade all I had to do was set "remote access" in cpanel my ip number (I'm dynamically set so it changes everytime I connect to internet) and then access database. Evidently the firewall (in user preferences section) was not issue, or it was magically set somehow?
Now with new upgrade there is another issue. The host number you use to access the database may be incompatible. Tech support just fixed me by having me use a host number that is not my dedicated IP. Said it is bug they discovered and not sure why the dedicated IP isn't working anymore, so just use this new number XXXXXX for host and it seems to work. I can say it worked for me.
So now make sure you have
1) firewall set correct, allow you IP. in user profile section
2) whitelist your IP in the cpanel "Remote MySQL" for allowing the IP to access MySQL database.
3) check your host number you are trying to connect to, if you are using your dedicated IP then that might be the issue, simple one to fix.
Just call for proper host number for your server/acct. I don't know the details other then for my situation. I kinda like the new requirement to set the firewall as well as remote mysql .. more security. The host number thing is trivial as far as I'm concerned. Would prefer my dedicated IP number, but it's really not a big deal as long as not security issue.
Good luck.
