There is only one plan at Bluehost. The only decision is how long you want to pay for in advance. The longer you sign up for, the lower the monthly cost. Other than that, every account gets the same space, the same bandwidth, etc.
Be aware, however, that Bluehost has a strict limit of 500 outgoing emails per hour. One email sent to 500 people = 500 emails, so putting multiple addresses on a message doesn't get around the limit. So, to send something to 16,000 people, you would need at least 32 hours, and you would have to use a mailing program that could send out 500, wait an hour, send the next 500, etc.
In short, Bluehost is not really the best choice of host for a mass-mailing operation.

Perhaps one of the autoresponder services that are set up to handle huge mailing lists.

Again, if your only purpose is to run a mailing list with more than 500 subscribers, then you need to consider another service. BlueHost won't support that.

You can send upt to 10,000 emails or so daily provided that you don't try to send more than 500 in the same hour. Once the send limit is reached all further emails will be discarded for the appropriate time period with no warning whatsoever. If you are going to send large numbers of emails from a BlueHost account then you need an automated process that staggers the sending of the emails over whatever time period is necessary to send them all.
If sending emails is all you want an account for then an autoresponder such as Aweber which is specifically set up for sending high volumes of emails will be far more suitable than a hosting account.
