If my account has reached its limit, and I attempt to send more mail, is the mail completely discarded, or just delayed?

If you're talking about the hourly limit on ongoing messages (default 50, max 500), I think that once you hit the limit, further attempts at sending mail just fail - if you're using an email client, for example, the SMTP server simply wouldn't accept any more messages.

If you are using a script to send the emails then you may or may not get a notification of what did/didn't get sent depending on how the script is coded.
