Does Joomla work better for CMS? I have not yet committed myself to WordPress and Joomla is (at least was) an option on Fantastico.
One thing I would like to be able to do very quickly is host one blog for my organization and then each member (14) their own blog space. I would like each individual blog to feed from the corporate blog and show the directors message of the month as well as the child of the month. That way each of the 14 people, in addition to their own stuff, will have these two parts on their own blog and will not have to redo it on their own.

Joomla imho has become somewhat bloated these days. Drupal is a much leaner, meaner option as far as CMSes go.
Regarding the blog for your organization, you should try out Wordpress MU (multi-user) (http://mu.wordpress.org/).

I second jbladeus's comments.
Drupal will do that natively, it's available in both the fantastico deluxe and simple scripts of your control panel.
I did have a go at using joomla but i couldn't get to grips with it.
The drupal cookbook for beginners will tell you if drupal is right for you:

you don't need to worry about installing it as simplescript and fantastico will do most of that for you.
If you are only wanting blogging, wordpress probably is the way to go. But at least with drupal you can expand in a big way later if you need to (IMHO).
I would agree as well, Joomla is a very bloated program, that is great to use if you really have time to learn it, but there are simpler options out there for what you are trying to do.

I find that the new Joomla 1.5 is much more user friendly than Joomla 1.0.x versions and is worth giving a go for those that found the learning curve too much.
Still, for simple sites there may be better/quicker options.

If you are looking for a CMS then Drupal or Joomla (which are CMS) are better options than WordPress (which is a blog not a CMS).
I had a look at Joomla and it seems rather complicated to use. Haven't looked at Drupal yet but the reviews I have seen suggest that it might be the best choice for CMS.
