you want a script which will allow you to 'create email accounts' ?
this is rather complex, I think. Such a thing is highly dependant on the server and services running on the webhost, I doubt that there is a unified script which you can simply download. Moreover, I do not think there is any api or similar way of doing such as bluehost use a proprietary system for email creation.
So as for making email accounts that you dont know the password for, It wont matter anyway -as administrator of the domain, you have access to the accounts regardless.
I could be wrong, of course.

hmm, there has to be some way tho. No?
I know i can access everything, but maybe they want to keep a password they have for alot of stuff. It won't be highly used, just a few people

Here is the CPanel script to do what you want. This may or may not work depending on Bluehost's settings and policies. CHECK WITH TECH SUPPORT FIRST to make sure it's OK to use!!!

I managed to successfully accomplish this last month. Is anyone still having problems with it? If so, feel free to send me an email or a private message and I can give you the low-down.
