How to set the Time Zone?

Hi, I've got a dumb question. I've got PHP scripts grabbing journal entries from MySQL tables, and everything is timestamped with mountain standard time. Is there an easy way to set the server to be on pacific time? The only thing I can think of as a solution is to set the timezone variable in MySQL every time one of my pages connects, and to set the TZ environment variable in every PHP script.

I saw mention of setting the timezone for the system in other forum posts, but I can't for the life of me find that feature in the Control Panel.
