cannot connect to postgresql

I have just setup a pg database and a user for it, however I cannot connect to the database via phpPGadmin using that user, or any other user. I found this forum post: http://bluehostforums.com/showthread.php?t=1890&highlight=phppgadmin
Have the issues from 2006 (the time of that post) been resolved? Is there an answer other than 'switching hosting companies?'

I am using 3 postgrep databases and have never had any problems ... maybe it's your script or setup :)
