Banner/Masthead Creation

I would like to make a banner/masthead with photoshop elements 6.0 - does anyone know of a tutorial?

Alternatively, I would like to pay someone (but not very much!) to make one for me - does anyone know of a resource for reasonably priced banner creation?

I don't specifically know of any tutorials. I am sure there are some. Have you tried Googling what you need. I just checked and got plenty of hits. But I am not familiar with any of them and so I don't want to recommend any.
