Privacy on new domains

I registered a new domain this morning and, during the signup process, selected the 'Bluehost Privacy' option. When I did a 'whois' lookup a few minutes ago, my name, address, etc. was right there for all to see. I've used cPanel to turn on privacy but I'm wondering why it wasn't on from the get-go. I certainly thought that it was.

Has anyone else seen this happen? Is this a known issue?
