You can install anything you like, as long as you have the license for it (vBulletin isn't free). But vBulletin is known to be something of a resource hog, so if your forum gets to be fairly popular, you may well find yourself running into CPU quota problems.

If you're going to go with vbulletin, definitely make sure it's not nulled or you will get ToS'd! :)
If you're not going to be picky you might want to check out:
phpBB (http://http://www.phpbb.com/downloads/) [free]
invisionpower (http://www.invisionpower.com/community/board/demo.html) [not free but does have a free trial]

There are no ads unless you put them on yourself. That is, Bluehost doesn't put ads on your site. That was pretty important to me too when I was searching for a hosting company. Bluehost (at least for me) has been a very good experience.

vbulletin is a great forum platform. I would recommend BH as a host but definetly get the correct hosting plan. http://imagepot.info/img/502/w08q1028hnzf/biggrin.gif

Since BlueHost only offers the one hosting plan the only real option if you outgrow what they provide is to move elsewhere. They do offer a refund if you leave early so that you only end up paying for the time you actually use.
