What are the relative advantages/disadvantages of using these two different programs to create - and get my WebPages onto - my Bluehost domains?

Kompozer is a web editor - you can use it to create web pages.
Publisher is a desktop publishing program - you use it to create printed output.
To convert Publisher output into web pages you need to copy and paste the content into a web editor such as Kompozer.
Attempting to produce web output directly from Publisher is like using a hammer to put in screws - it might appear to work but you end up with a messy result.

I agree. Publisher produces terrible page code, even worse than MS Word does.

Just because Publisher can do it doesn't mean that it will do it well.

The "Puiblish as a Web Page" option in Publisher is the web equivalent of a carfpenter pulling out a plane to use to knock in nails. While ot soret of works it makes a terrible mess.
The best way to convert Publisher content to a web page is to copy the content from Publisher and paste into one of the many hundreds of free web editors that are available eg. Kompozer.
The "HTML" that Microsoft Programs use contains a huge number of proprietary tags intended for recreating the document in a different Microsoft program. The only Microsoft program suitable for creating web pages is their web editor - Expression Web. They even abaldoned their old web editor Frontpage back in 2007 because it was going to be too difficult to fix it to create proper web pages rather than ones only viewable in Internet Explorer.

So you're saying use Kompozer for my Bluehost sites, eh? (I don't understand about 25% of your words...i don't speak very goood 'computerese' yet)

I am just recommending that you use a web editor to create pages for the web rather than a program designed for a completely different purpose. Kompozer is one of the better free graphical web editors.

My suggestion would be to build and test your pages on your local machine. There are any number of HTML editors available for doing this, ranging from free to very expensive.
Once you have the pages looking the way that you'd like, you can then upload them to the server using either cPanel's File Manager or by running an FTP client to do the transfers. (For uploading just a few pages, File Manager should work just fine.)

If you use Kompozer to create the pages on your computer then it can also be used to upload them to your site without needing to go into cPanel at all.
