First Ruby on Rails app

I have been reading as much as I can about RoR and I am now ready to take the plung and create my first 'cookbook' application which is the app putlined in the "Rolling with Ruby on Rails" by Curt Hibbs.

I have everything ready to do this but I still hafve a few questions that may be specific to BluHost.

First, Where should I be creating the application directories?

root of my bluehost account or inside public_html.

Second, When I tried testing my server it did not work. I tried creating the app in the root of my account on bluehost and in the public_html directory of bluehost. I only get a error message.

Obvisouly, I am a newby but if I had some help it would be great. I have attached a copy of the book I am using to learn about RoR. If you have something else that I should use to learn RoR let me know.
