Is there a PHP application that can be used on BH that would allow people to administer email addresses?
These people would be responsible for administering a domain and not the whole system, hence the reason to not give them access to cPanel.
I would like them to be able to create and delete email accounts and renew passwords (or have some other forgot password system).
Any ideas?

I suspect you're going to run into a fundamental problem: BH is not set up as a reseller. It assumes that you, the account holder, will be doing all the admin work for any domains on the account, including any POP email accounts. Email accounts can be created only from the Control Panel, and your account provides for only one login to the Control Panel.

Your best bet is to get them using G-Mail accounts set up to work with your website.
Google Apps Allows this; It's a WONDERFUL service. Here is a Link for it. http://www.google.com/apps/intl/en/business/messaging.html
It does cost though.
Or making the E-mails with the "website" url attached "Something@something.com" Forward to a e-mail address of thier choice.

I generally discourage this, because no spam filtering takes place before the email is forwarded. The recipient ISP then thinks that BH is the source of all the spam, and ends up blacklisting the BH mail servers. This prevents the rest of us from being to use our BH email reliably.

If you are going to forward emails then forward all of them by updating the MX record.
