That happens all of the time. There are a ton of sites that build custom templates for Joomla and sell them to the customer even though the software itself is free. A lot of knowledge and effort goes into putting together the layout, images, etc.

Absolutely. Especially if you have talent.

Creating one according to the clients need would be easier option. Sites without much traffic doesnt have much value normally, custom development would be a better option to sell.

yes of course, you can sell a website that is created from joomla, but you need to have a good content, traffic and good income for that site, for you to be able to sell the site successfully
