The way to create a "clean looking" website is to use HTML and CSS. Something that I have not perfected yet. :p Even for hand coding I still use Dreamweaver.

If you want a free WYSIWYG editor take a look at http://kompozer.net/
If you want to buy one then Adobe Dreamweaver is supposed to be the best and also the most expensive.
If you want to buy a Microsoft one then Expression Web is their latest offering.
Alternatively you might want to look into one of the server side scripts in Simple Scripts and use that to take care of most of the setup of your site.

You can create your Website using wordpress.com . Just register with a username and you will be able to have your website without investing a single penny.
Moreover, you dont have to worry about hosting or web design part. Its quite simple.

appreciable efforts.
but according search engine point of view, landing page optimization is also important. if you host site then its search engine presence is also important.
search engine point of view design is quite different design than conventional web design.

Garbage. The search engines see the page exactly the same way that blind people do. A properly designed accessible web page works just as well for the search engines as it does for all the real visitors.
I personally use Dreamweaver and code CSS and HTML standards compliant. Just make sure you arent coding with html tables.
