I tried searching for this in the forums, but had no luck, so I apologize if this is something that's already been answered.
I'm looking for a blogging site/script/program/whatever needed, that will allow me to use my background, header, and buttons as the template. Thus making it seem as if the blog was a part of the website, and not a secondary website. I want the user to be able to go to my homepage, contact page, events page, etc. without having to type in the url to get back to the homepage, and then having to click on the page they want.

All the blogging platforms I've used have their own framework and thus need to be "skinned". You usually have a choice between integrating a blog by creating your own theme or using a blog or CMS system and build the rest of your site around it. The other alternatives would be paying someone to do a theme or install a theme that is similar to your site (replacing the banner shouldn't be too hard).

I made a wordpress blog for a client and it has the same menu at the top and bottom. It took some time to customize it, but it is possible.
WP is also full of options and I recommend it.

I downloaded WP, and tried messing around with it, but never could figure it out. Is there a way to upload my header, its a flash image? How do you get the buttons on there?

How is your website normally designed? You don't necessarily need a blogging program to accomplish your task, if you normally change things from dreamweaver, frontpage, etc.. Just format some pages to look like a blog. :) then instead of logging in to something on the server, you would just use dreamweaver :).

I used dreamweaver to create the website. However, this site is for my church, and the blog is for my pastor, and he's not into web design, so the simplier the better. I figured him being able to log in, type, and publish, would be a lot better, and then I wouldn't have to worry as much about him messing up the entire site...haha.

You just need to customize template of the BLOG. Take for example you have installed a wordpress, you will get several templates. Choose the template which closely resembles your website and then work on customizing it to match your website.
You can also get it done by some expert if you are not aware of it.

you can download free wordpress themes/blog. then make the changes according to you.
