500 errors

getting what appears to be permissions errors but the permissions are 755.


SUEXEC error_log:
[2009-11-05 21:50:04]: uid: (1894/linxxxxx) gid: (1894/linxxxxx) cmd: mt-config.cgi

it is for movable type.
the file permissions are 755.

i have installed this before on blue host without issue.

any ideas?
