 How do I change my public profile or create a new one? I've tried going into the User CP but got no where. Thanks

If you are referring to the forums, new users are limited to what information they can add. You have to reach a set number of posts to be able to enable features like a signature. It's to thwart spammers from posting backlinks and such.

As redsox9 said, the forum software deliberately limits new posters as to what they can put into their profiles. Once you've posted ten (I believe) new posts or replies on the forum, additional fields will be available for you to use. Doing this prevents "drive-by" posters from spamming the forums.

I actually think that this is a wonderful idea! I wish more forums where like this!

But junior members are not even able to edit their details or avatar. This is not good, how can an avatar cause spamming?

Not being familiar with the admin flexibility of the forum software (again, I'm just a mod), it may just be easier to check one box and limit nearly option available to edit your profile until a user has reached a set number of threads. By then, you should have proven yourself to be a valued member of the forum.
This topic has been discussed at length here and in other threads... thread closed.
