Question about linking pages

Hi again,
Im curious about linking pages in the site from one page to another.
my pages have a extension of htm, and if I just right click and add that page name, EX: page.htm
into the popup box, will that be ok.
Im curious cause Im thinking I have to wait till the site is published before I link the pages.
Am I right?
