High Server Load on New High CPU Server?

We just moved to a new HIGH CPU server to escape the constant high loads occurring on the basic plan. We have the full two years of 19.95 per month for this box. But we are still experiencing High Server Loads. What's the deal here?

Turns out some bozo in our box was running bad queries. High load seemed to settled for now. What can bluehost do to avoid these types of cases?
