considering scrapping frontpage 2000 and using one of bluehost supported free web-based page editors.

the reason...frontpage extensions are preventing me from using some options available in cpanel

anyone recommend any of the free editors? i upload a hand-full of pics once a month or so...not a complex site

i would like to be able to do as much of the following as possible:

1. migrate/import existing site (certainly willing to start from scratch)
2. use nav buttons and page heading in the same manner as shared borders in frontpage
3. have max flexibility in modifying/adding pages as needed (in other words not restricted to a few templates and color themes)

is there one that fits this description? are there any free choices out there that can be used on the local computer?

This is certainly not impossible but, given that you were using Frontpage 2000, you may need to make significant updates to the HTML, so much so that it might be better to start again.

From what you are describing, you probably want to go with content management system (CMS) software. Examples of this include Joomla, Drupal, and, to some extent, Wordpress (although WP is considered blog software, it can be manipulated to work much like CMS software). All of these options are freeware and can be installed using Simple Scripts through the BH cPanel.
