zend ssh error says action ./.../zend/bin/zf.php is not a valid action

I am trying to get this zend framework and have got as far as trying to use the command line to create anything or show anything and I get the message "action ./.../zend/bin/zf.php is not a valid action". Can't seem to get past this. can anyone point me in the right direction?
