Installing different version of latex

Hello,
I'm trying to use tikz latex package in my website (URL removed, it doesn't matter) but It doesn't support the current version installed on bluehost servers.

Does anyone knows if it's possible to compile and install another version of latex with any package that I like without root permissions? So they will work locally for my user only?

I believe it is not possible on shared server. Only options you have is to request BH to upgrade or get a VPS.
