What do you mean does Bluehost support RadRails? Maybe I'm missing something (happens all to often :o ). RadRails is an eclipse plugin for the Eclipse SDK that has special features for Ruby and Rails. Eclipse itself is a Java application.
As I recall, Bluehost does not support Java on thier servers so Eclipse would not run there. However, you could run it on your own development machine and upload the resulting application.
