help!

ok...i currently have a weblog up on my domain...and whenever you go to my webdomain (http://sourdoughboy.com), you are directed to my blog...now, what i want is for my webdomain to be redirected to a "welcome" page...y'know, the page that explains what are the minimum requirements so you'll be able to view the website without any problems...coz' i have a transparent PNG on my site and i want my visitors to know that they should be using firefox or ie 7 in order for it to work...y'know
