High load server slow ?

My account upgrade to high load server from 3/11/2006 to now and Bluehost cut ping so we can not test speed of server, our lients said that they enter site very slowly and in my webstat , visitors of website reduced . From 3/11 to now , the server down 4 times. at this moment you can see

The result I get is "domain disabled." You have some other sort of problem.

What's the IP number of the high CPU server?
Than it's easy to use webtools to get performance checks.
