I clean installed XP PRO & haven't found any direct problems with my website operation or functionability in relation to Bluehost services. I have no problem accessing or altering MySQL Account Maintenance & phpMyAdmin through Bluehost cPanel X, but when I Log Out of phpMyAdmin I receive an error stating 'Wrong username/password. Access denied.' Also in the main phpMyAdmin screen, I have 'no privileges' to create new databases, yet my (Privileges are set to: ALL PRIVILEGES) in the MySQL Account Maintenance screen. I have not installed MySql or phpMyAdmin onto my computer's hard drive as of yet...are these problems telling me I need to install them on my computer?
Thanks.

...Do I need MySQL running on my computer in addition to MySQL running on Bluehost?
Any suggestions or advice would be helpful.
Thanks.

No, you do not have to have MySQL running on your home system.

Since you logged in through cpanel you will stay logged into phpMyAdmin until you log out of cpanel. By logging out of cpanel you are then automatically logged out of phpMyAdmin. If you were logging into phpMyAdmin by remote not using cpanel you would logout. I wouldn't worry about it and just close the phpMyAdmin page or tab.
No you do not need to install phpMyAdmin on your pc.
If you are a coder I would recommend installing xampp (http://www.apachefriends.org/en/xampp.html) on your pc, then you can run programs on your pc before you upload them to your web server.
