Ever since yesterday's server outage, I cannot publish to my web sites using FP2003 as I had been. The server error message says the servers may not have frontpage extensions and it says it can't find the file "httpd.conf". I've tried reinstalling, then uninstalling/reinstalling FP extensions but this still doesn't help. What can I do? Thank you.

I had the same problem publishing some of my FrontPage web sites.
The solution turned out to be that I now needed to include the www in the path. (ie I had been publishing to http://website.com and had to change it to http://www.website.com to make the error go away.)

Have you tried over-writing the site as opposed to only publishing changed pages?
If none of the above work, you can ftp to your site using an ftp client, delete the entire site so you are only left with an empty folder, reinstall Frontpage extensions and then publish the site.
e.g. user/public_html/folder_where_site_exists/
delete "folder_where_site_exists" then recreate the folder and then reinstall Frontpage. Publish
