Latest Forum Topics or Categories Displayed on home page

Like http://moredialogue.com/, I woul dlike to display just a Category List and/or just the most recent 10 topics list on my index.html page. Where can I find a php script to do this?

If you mouse over the links of those forum posts, I believe you'll learn that the site owner used phpBB2 for the forum portion of the site. You would have to contact the webmaster to learn what CMS he/she uses around it.
