I have an html site, I was thinking of switching to Joomla, the thing is I don't want to run into CPU errors, my question is.. by using a program like Joomla, will I have the risk of running into CPU errors because is php?

Joomla will work, but you run the risk of exceeding your CPU allocation if your site is popular. The fewer features you activate, the lower that risk is.

Joomla is pretty CPU friendly ... you'd need a heck of a lot of users to run into CPU problems.

when you say users,,, you mean just visiting the site or if they add comments or vote in polls and things like that

Every visitor requires the database to be queried.
