I installed version 2.0.20 manually on BlueHost. Everything works on my pc when I test phpbb.
I try to log on but it goes straight back to the login page.
Sometimes it works but mostly not.

This is, I think is not a phpBB problem, but might be the BlueHost servers???

When I was able to log onto the admin panel, the right admin index loaded correctly but when the left frame was requested I was already logged of
and page shown there was the logon page!

Bizarre.:confused:

Check your browser cache. That smoking gun has shot many people in the foot... I hope it's just that.

If that does not work go to phpBB's support forums and fill out a support template and see what they suggest you do. They are generally very good about helping people fix problems. Furthermore once there you can browse and see if anyone else has had the problem and had a fix stated already. There are many repeat problem posts lurking in there. Nine times out of ten it's something very minor going on.

It sounds like a cookie problem. If you get the cookie setting wrong in the setup or turn on secure cookies without having the proper server settings you just can't login.

If you know what you are doing theoretically you can fix it with phpMyAdmin but I've never got that to work ... an easier way is to go over to phpBB.com and download the autocookie mod. It's a really useful mod that takes seconds to install and if it's a cookie issue it will take care of it. Just accept all of the defaults when prompted.
