hi. welcome to bluehost.
when you ftp to the server, you will see the public_html/
place your website files inside this folder.
** for the public_html/index.html that is already in the folder, you can delete or place it

Based on this user's other posts, I think we're dealing with a fundamental misunderstanding here.
When you sign up with BH, they provide you with space on a web server, space that you can use to upload whatever you like.
BH doesn't provide you with a web page - this is something you have to create yourself. You can do that by learning HTML, and coding pages, or by using web page creation software, like Dreamweaver or Nvu.
BH does advertise a "drag and drop site builder," but I've never even been able to find it, so I can't comment on whether it's any good or not.

That may be the best thing.
Let's say you want a new house. BH will sell you a piece of land and a box of tools, but you have to build your own foundation, bring your own lumber, and build the house. BH won't build the house for you, so if you don't know how to build a house, you need to find a homebuilder, instead.

Either you withdraw or you learn about becoming a webmaster (http://www.cheap-webhosting.in/blog/becoming-a-webmaster-for-dummies/) since you've already signed up for hosting. There are many free templates that I linked to in that post. You don't even need to know html to get a decent looking site up.
