always start with a template.
and see how people are using it. learn to tweak from it.
for simple you can install wordpress (a blog)... and play with the css theme.

i did this, and now i am making my own design for my blog.

You really need to read some books, or take some classes. This is not something simple that someone can teach you on a message board, or through IM.
