If I understand your question correctly...

There are several applications out there that can take standard document formats and convert them to PDF. The most popular, to my knowledge, is Adobe Acrobat. The Professional version costs $449 and the Standard version costs $299 through adobe.com, but it's likely that you can find it cheaper through an online retailer.

you have to convert all into html and show up in html newsletter.

pdf or flash will not work most the time. As user email client will block most of it, and block the script in it as well.

Maybe I'm not understanding; if you want a free PDF program that creates PDF then go to pdf995.com.

If you want to convert an HTML page or any other file (.xls, .doc .jpg to name a few) to a .pdf file it will do that as well; all you will need to do is go to File- Print- and select the PDF writer as your printer.

It will create it as a .pdf file which can be linked from your HTML page and uploaded to your site.

Although the software is free, they will accept donations for it or you can upgrade to the ProVersion. With the ProVerison you can create hyperlinks right in the body of the PDF and combine PDF's into one file among other things.
