Providing Control Panel Functions via 'Front-Side'

There are some features in the control panel that I'd like to give to specific people for add-on domains. One example is having the owner of a business create e-mail accounts and check usernames and passwords - but we aren't willing to give them control panel access. We want to write (or I should say incorporate) this functionality into our custom cms.

Is this possible? Where would I start if it were?

That is the sort of functionality that differentiates a reseller account from a regular one. Bluehost don't offer reseller accounts.
