How to change language

Hi, I have a forum set up. Everytime I go to my CP in my forum to change things I have reses the server settings to English to be able to use some of my mods. I am assuming I am going to have to change it through bluehost to be able to have it permantly changed to English (not English-U8tf). How do I go about doing this?
