Newbie is baffled - can't delete folders

My index.html file is in the public folder in a subdirectory and is not displaying properly (unformatted text and html). I noticed that I had somehow accidently uploaded some other web folders - thinking this might be the problem, I deleted the folders, but they reappeared within a few seconds. I cannot seem to delete anything permanently in file manager. Any thoughts?

try ftp login to delete the file/folder.
if still cant do it, have to email support to get them deleted from system.

...when I logged in today the files were gone. Delayed reaction perhaps? or maybe someone at Bluehost took pity on me and fixed it. Anyway, I'll be more careful about what I upload next time. Thanks again.
