By default, BH does not activate the log programs. Go to cPanel, look for the Logs window, and click on Choose Log Programs.
Answer will always be to upgrade to latest version. Using an older version exposes you to security vulnerabilities and endless headaches for you and possible others on your server.

Sounds like you want to set up a redirect. If you go to cPanel, find the Domains window and click on Redirects.
