you need to do 2 things: add your IP to bluehost's whitelist and then enable remote access to your MySQL databases.

To do the 1st: log in to cPanel, click on Update Contact/Billing Info, click on the Edit preferences button under Customer Preferences and add your IP to the MySQL Whiltelisted IPs and save.

To do the 2nd: Log in or go back to cPanel home and under Databases select Remote MySQL. Under the Add Access Host field you can either enter in the % wildcard to have access to all of your SQL DBs or enter in the name of the specific DB and lick the Add Host. You should then be able to log in remotely from MySQL Administrator or other tools.

To log in remotely, enter in either the IP of your domain or the domain name as the host, a database user name, and database user password that has access to the DBs.

Are you using your domain name or the server's name/ip to connect to? Because of the way Bluehost's firewall is setup you should only be able to connect to the server's main IP either directly by specifying it's ip, or by name of your boxnumber.bluehost.com example would be:
    "box297.bluehost.com"
