Frontpage is such an antiquated heap of junk that Microsoft declared it officially dead rather than trying to fix it.
The only web editor you can buy from Microsoft now is "Expression Web".
The best WYSIWYG web editor you can buy is "Dreamweaver".
If you want a free WYSIWYG web editor then the best are "Kompozer" and "NVU". (very similar since the first is based on the second).

I know and respect the owners so I thought I give them a plug.
I use Drupal. its an application you install on your website, then you use a web interface to build your site. You add pages, add text, create links, etc. You don't have to do any HTML if you don't want to. its also very customizable and has lots of plugins.
Drupal is actually a nice CMS. There is a learning curve to go with it though. And Drupal has nice mods and plug-ins that make life easier. But why not just learn HTML and CSS? It will help you down the road.
Will Kompozer or Dreamweaver do frames? I know that NVU will not. If you are new to webdesign frames make things a little simpler though I understand they do not process as quickly.
A new web designer should definitely avoid using frames. Future web browsers will be dropping support for frames and will use objects instead. Anything that can be done with frames can be done better without.

I am certainly only slightly above beginner, but I use Namo Web Editor 2006. Pretty powerful an dhas many 'wizards' to help beginners but has lots of advanced features.

Well your best choice would be to get a ready made HTML/CSS template and editing it using dreamweaver of Kompozer or any applicationyou use. easiest and simplest. try google and type "free web templates html css"
