questions about phpadmin and mysql

i have a couple of questions...

1. how come i don't have privileges to create new databases in phpmyadmin?
2. how can i specify the charset/collation of a database when i create it in bluehost control panel?
3. can i change the charset/collation of a database after it has been created?
4. can i change the charset/collation of a table?

1. You create your database and assign privileges, user names and passwords in the control panel under Databases -> MySQL databases.
