New site ideas. Question

I have a spare domain name that I would like to turn into a community website. Something that once I get it built, it's all automated, and requires very little maintenance. I have a few ideas on what I would like this site to do, but am unsure about the stuff in Fantastico. Not sure if anything will do what I want it to do right out of the box. So I am hoping that someone could answer some questions for me.

The first idea is to set up an online film festival. Where members could sign up, upload their films, vote, and leave comments on other shorts. So there would need to be restrictions of file size and file types. Also, they would need to be able to edit the films info, and delete it if necessary.

The second idea is to set up a blogging site, like blogger.com and others. So that members can sign up for their own blog, and post. I saw that their are blog options, but was unsure about other signing up, or if this was meant to be used by only one person.

The first idea about the short films is what I really want to do. But am afraid that it's not going to be easy to do. And Im sure the blog one is possible, but I didn't find my answer when I did some general searching.

Coppermine will give you the flexibility to do what you want with the films (comments, file size, user sign up, etc.) but the blog software is usually made for a single user.

You might try WordpressMU (multi-user) for the blog application. It's not in Fantastico so you would have to manually install it.

Also one of the CMS applications such as PHPNuke or Joomla might work.
