Have you actually asked BlueHost billing for the refund?
The other consideration is what period did you pay for in the first place and how much of that period did you actually use. Since the per month cost is higher for shorter periods than for longer periods you eventually reach a point where the difference between the higher monthly charge for the period you have actually used and the lower monthly charge for the period you originally paid for mean that there is nothing left to be refunded.
For example a six month plan is only $7.70 cheaper than a 12 month plan.

yes i contacted them and after confirm my identity they said they will refund me with 23.5$ i know that is not a big amount of money but it's my money so. ii'm very sure they suspended my account for no reason so i only want my money back for not to make include here my lawyer.
Once again, this is a user-to-user forum. No one here can resolve any issue you may have with BH about a refund.
