How do I create a subdomain in my domain hosted with blue host?

Do I have to register and pay for subdomains also?

How many subdomains can I have for my parent domain?

Can I install blog or any other scripts in subdomain?

To create a subdomain, go to Control Panel, Subdomains.

Subdomains aren't registered, since they're just part of your main domain. So, if you own example.com, you can create dogs.example.com, cats.example.com, etc. Subdomains are free, you can create as many as you like, and you can install anything you want on them.
