I want to know how many e-mails i can send per hour in safety to not fall into spam(i can send 750 per hour, but i dont know if its is really safe), and i need to know why my email are falling into outlook spam.

Since each recipient only sees one email there is no relationship between the number you send and it being detected as spam. It is the content of the email that will result in it being indentified as spam - not how many other people you sent emails to during the same hour.

The 750 limit is there because spammers want to send as many emails as possible while those sending legitimate emails don't need to send out as many (even with a mailing list of 10,000 people you can easily email everyone in less than a day and stay under the 750 limit whereas spammers target tens of millions at a time).
