    Lightly speaking, is it fair to describe content management software as a blog with database functionality?

    No - a blog with database functionality is called a blog (there are very few blogs that don't have database functionality - the only one I am aware of that doesn't is the one Jerry Pournelle started running on his site about 15 years ago).

    A content management system can be used to produce any sort of web site and would rarely be used for a blog as that would mean that 95% of the options in it are not being used and are just taking up space.
